I have a concept for a a handheld device, about the size as a
dedicated "gameboy" type game.  Where can I  find appropriate
engineering help to create the device?

Can you clarify what you mean by "help?"  Are you looking to contract
an engineer to fully design the unit for a fee?  Are you looking for a
company to "take it on?"

I would try posting in opensource fourms for the software, and post on
differnet  engineering forums sites like www.eng-tips.com
