I located a company which publishes the book you require,
according to this Effecta NoVacancy Apartment Shopping
Service page:
"To determine who owns the property, you have a couple of
options. The first option is to visit the Register of Deeds
office and cross reference parcel numbers. This can be a
very time consuming process. An easier alternative is to
find a publication that lists the owner of every apartment
community in your area. For example, Kammrath & Associates
in Phoenix , Arizona publishes a book annually that lists
the name and address of the owner of every apartment
community of 10 units or more in the Phoenix Metropolitan
area. The publication costs $300.00 and includes quarterly
updates of any changes in ownership."

I'm fairly confident that the "Phoenix Metropolitan area"
cited above includes the surrounding areas of Scottsdale
and Mesa, as well as Glendale and others. At worst, these
might come under the heading of a separate publication,
which, if not produced by Kammrath & Associates, will
certainly be something to which they can direct you.
Kammrath & Associates has no web presence, so a search for
them and their contact information was futile, however,
since I reside in Phoenix, I was able to look them up in
the local phone book. I called them as well, on the off
chance that someone might answer at 8:30pm. Their message
verified that the number is accurate. Had this been during
the business day, I would have verified what I can only
assume without contacting them: that the publication(s)
they sell will satisfy your interest in Scottsdale and
Mesa, as well as Phoenix. Their contact information is
as follows:
Kammrath & Associates
1202 E. Missouri Ave
Phoenix, AZ 85014
602-263-5340
If you are not located in Arizona, I would be happy to
call them tomorrow morning and verify their exact
offerings. Just post a Request for Answer Clarification
to that effect.
Please do not rate this answer until you are satisfied that
the answer cannot be improved upon by means of a dialog
established through the "Request for Clarification" process.
