Dear Olep,
To echo my college's request for clarification, there are several
types of error messages with this number, in different systems. I'll
refer to the most common one, in MS-Windows systems - if your problem
is different (based on a different system), please contact me
(throught the "request clarificaton") button above the answer) and
I'll be pleased to help you, after you'll disclose the details of your
problem.
In Windows, Error 740 indicates a problem with the configuration of
TCP/IP protocol, with your modem, and specifically with the devices
that initialise dial up connection.
This could happen because you installed a new component, changed your
dialup programme, Communications package is corrupt etc.
The solution, is to remove and re-install the TCP/IP protocol and
communications package. See
How to Remove and Reinstall Dial-Up Networking and TCP/IP Files
