Who - precisely - hold our national debt?  What countries, banks,
individuals?

Do they hold in in the form of T-Bills?  If not, what instruments are
used to convey that debt?

Thanks for a very interesting question.  As of April 30, 2003, the
United States national debt was $6,460,380,745,789.28.  The National
Debt is broken down into Debt Held by the Public and Intragovernmental
Holdings.  Debt Held by the Public is all Federal debt held by
individuals, corporations, state or local governments, foreign
governments, and other entities outside of the United States
Government less Federal Financing Bank securities.  Intragovernmental
Holdings is Government Account Series securities held by Government
trust funds, revolving funds, and special funds; and Federal Financing
Bank securities.

The breakdown of this debt was $3,702,844,997,678.07 being held by the
public and $2,757,535,748,111.21 being held by intragovernmental
holdings.  Below is a breakdown of the various holdings.  The link
under each holding takes you to a detailed description:
