I am having trouble finding out if there is any company that makes a
1/48th scale Anzio Annie rail gun. Can you help me narrow down the
search or find a source?

I assume that since you are very specific about 1/48 scale that you
would accept no other scale. I have found references for 1/35 scale.
You have probably found the same and are not satisfied. If you would
be interested in 1/35 scale, please let me know.

I am attempting to find a true 1/48th scale model of this rail gun for
a true O scale train board diorama that I am building using Lionel
trains and 1/48 scale figures and vehicles so I need the 1/48th scale.

As redhoss-ga indicated, there are several references to 1/35 scale. 
The same is true for 1/72 scale.  But I have seen no mention at all of
1/48 scale, which makes me think that it has not been produced, or is
quite rare.

The best I have come up with is:

1/48 plans of Dora, leopold available

I contacted one of the larger train, etc. model stores there
are (Caboose Hobbies in Denver) and they had never heard of
a 1/48 Anzio Annie/Leopold rail gun being available.

I should amend my comment to note that I did see the reference that
denco-ga has mentioned.  It refers to plans, not a model.  But if you
are interested in trying to create your own model from scratch,
perhaps you should consider denco-ga's suggestion as an answer.
