What is the overall theme of the Role of Government and Taxation?

What do you mean by "overall theme"?  What do you expect in an answer?

Well, basically I need the answer to be somehow conncected the
statements below:

1. Government engages in social engineering by rewarding and
publishing certain actions and activities throught taxes, duties, and
regulation.

2. Government wants to reduce polluction by encouraging the use of
public transportation by discouraging people driving their own cars.
One solution is to raise gasoline taxes; another is to issue tax
credits for people who bike, walk or use public transit to work.

The whole idea is that I need some information about how and why the
government tax us for our own goods.

In my opinion, government should not provide services which most
people can provide for themselves. For unintelligent people, and
unlucky people, private charities (not government) should provide
assistance and rehabilitation. Clearly government must defend the
nation from foreign governments, and make some treaties to permit
predictable results when international trade is attempted by
indiviuals and small corporations. The need for other government
services is debatable. Typically other services are provided with less
efficiency and fairness than they could be provided by not-for-profit
organizations or for profit organizations. Taxes are collected, not
necessarily fairly by government to provide useful services as well as
doubtful sevices.   Neil
