What, exactly, are you looking for as an acceptable answer? For
example, are you looking for suggestions, ideas, input? Are you
looking for opinion? Are you looking for infallible solutions
(obviously impossible to provide)? Or, are you merely seeking
discussion on the issue?

The short answer is: as with the citizens they are bound to serve and
protect, they should be held accountable for their actions.

there are only 2 100% effective ways to prevent police misconduct: 1:
eliminate the police. 2: Change the definition of the term misconduct
to be defined as "whatever a policeman (or woman) does not do".

In seriousness however, I agree with cynthia to say that it would be
required for them to be held accountable for their actions.
