I’m looking for a distance learning (online) PhD program for Computer
Science from a highly accredited school. The doctorate degree has to
be regionally accredited.

I am not looking for Computer Information Systems, Information
Systems, or Management Information Systems… I’m looking for Computer
Science (programming and engineering).

My understanding is that the school needs to have residence
requirements in order to be regionally accredited. I don’t know if
this is true, but it is fine with me if it requires one week or less a
year during business days (M-F). Additional residencies would have to
be on the weekend.

For instance, the school that I am seriously considering is
Southeastern Nova University (http://www.nova.edu). They have a
residency requirement of four times per year, Friday, Saturday and
Sunday and they offer a PhD program that is regionally accredited.

Columbia University comes really close with a PD (not a PhD) online
program. This doesn’t meet my requirements.

Neither does Kennedy-Western University (Wyoming) which is not a
regionally accredited school and Walden University does not have a
Computer Science PhD program (only in Educational Technology).

I’ll give a $20 tip for an Ivy League school or an additional $10 tip
for a school that you can prove is highly rated (top 50).

I see this has been a tough one. Let me change some factors a little:

1. I'll consider residency requirements of 1-2 weeks a year.

2. I'll consider a slightly longer residency requirement if the school
is local to my area (Long Island or NYC).

I've checked The College Blue Book of Distance Learning Programs. 
There appear to be only two schools that offer a doctorate in Computer
Sci through distance learning:  Nova University (2 week residency
requirement)and University of Idaho (two semester resdiency
requirement).

It doesn't look like anything will quite fit the bill for
you...sorry...but best of luck!

No US school meets your standards as far as their public stance. There
are many private 'deals' done at the doctoral level, especially when
one has a 'promoter' -- a personal supporter on the faculty, which is
why I put a "Bending the Rules" chapter into my book, Bears' Guide to
Earning Degrees by Distance Learning.

If you would consider major non-US universities as equivalent to RA,
as many gatekeepers do, then you will find possibilities at a few:
South Bank in London, the U of Melbourne, the U of South Africa, the U
of Bradford, and the U of Deesside in the UK.

Do you not think that Nova Southeastern meets my requirements? I thought it had.

Can I ask you how these other non-US universities rank compared to US universities?
