I've noticed that NY and NJ state troopers that are waiting to catch
speeders now sit facing the oncoming traffic they are
observing...While I can see how this can make identifying the target
easier, it seems that it would be much harder to pull into traffic and
catch up to the speeder from this position (especially when pulling
into the "fast" lane).  I'm sure there is some sort of rationale
behind this, and was curious what that is.
