Others have experienced this problem, though sometimes caused by an
unusual set of circumstances. In the following article, you must be
using both Windows XP and Window Washer:

When you run Outlook Express using Microsoft Windows 2000 or Microsoft

your password is not retained even though you have chosen to save it.
CAUSE
The registry contains incorrect information for the Protected Storage
System Provider registry subkey for your account.
RESOLUTION
To save your password you must back up your registry, remove the user
account information, and then re-enter your password. Only people who
are members of the Administrators group on the local computer can make
these changes. Windows XP Home Edition users need to check the Users
control panel. If they are not listed as an Administrator, someone
with Administrator rights will have to add them to the Administrators
group..."
Read the entire article and do try this solution if you are using
Windows 2000 or XP.

Everything I have been able to find on this problem indicates that it
is a problem with Windows 2000 or Windows XP. If you are using a
different operating system, please reply with a Request for
Clarification and tell me what operating system, which version of
Outlook Express and any other details you may have that will be
helpful in my researching further for you. If you are using 2000 or
XP, the above should solve your problem.
If you are not comfortable following the instructions above and
working in the registry, do have a knowledgeable friend assist you as
errors made while editing the registry can have disastrous effects.
