I would like the specific wording of the section in the Canadian
Constitution that defines citizenship and also the rights that the
citizens have for the state to look after their health and welfare.  I
have reviewed an on-line version of the Charter of Rights and found
some of this information in section 7.  I wold like to know who,
originally, Canada considered a citizen and any amendments to that
definition in succeeding year.  This is just a footnote in the
introduction to a paper.

Hi, I looked into this briefly and found that a good answer might not
be possible because of your assumption that citizenship is defined by
the Constitution of Canada. From what I can tell, it is not. The
Citizenship Act (which is a law, not a part of the Constitution) can
be found here, and it defines citizenship:

Furthermore, you can find laws (but not Constitutional texts) that
elaborate on the health care and other provisions of the Canadian
government.
Lastly, you might note that the Constitution makes good and liberal
application of human rights not just to "citizens" but to every
person. They purposely deemed these to be universal rights.

able to help you trace the history of Canada's citizenship law.
