The key factor with small images sizes is JPEG compression. The more
compression, the poorer the picture quality, but also the smaller the
file size. A lot of image programs have a compression toggle, which
lets you choose the file size. See an example here:

Photoshop offers limited control over JPEG compression. As [

programs give more JPEG compression, allowing for very compact file
sizes. Therefore, I have compiled a collection of links that will:

This page provides an example for using a Photoshop plug-in. The
screenshots were done on a Mac, but the same principle applies.

Generally, the plug-in comes into play when you save the image.
Instead of choosing to save as a specific format (JPEG, GIF, TIFF,
etc.), you choose the name of the Plug-in (in your case, JPEG Wizard).
After you do so, the plug-in specific compression options will be made
available to you.
