What is the best and quickest way to find a name, or a word, or a
string of words in Microsoft’s “Outlook Express”.

Is there anything other than: 
Find:     Files or Folders”     at the Start button?

If not:  
What is the best way to use the:  Find: Files or Folders” at the Start
button.

Thanks for asking - unless I'm misunderstanding your question, the
solution is actually quite straightforward; please allow me to help
you figure it out.

In Outlook Express, in the toolbar, you should have a "Find" button as
in the following image (circled, with an arrow pointing at it) -

But since you ask, perhaps it's not there.

To make it appear, you will need to right click anywhere in the tool
bar - a small menu will pop up - select "customize" as in the
following picture -

A new window will open, which will look something like this -

The "Find" icon I have circled will appear in your left pane, rather
than in the right pane as in my example.  Find it, highlight it, and
click on the "Add" button in the window.  Your "Find" icon will move
from the left pane to the right pane.  Click "Close."

Once the window closes, the "Find" button will appear in your window,
just as in my first image above.

Clicking on it will bring up quite a sophisticated interface as
follows -
