Counties in SO-CAl include:
 Los Angeles 
 Orange 
 Riverside 
 San Bernardino
 San Diego 
 San Luis Obispo 
 Santa Barbara
 Ventura
I am most interested in Los Angeles, Santa Barbara, orange, San Diego.

If data specific to Souther California or one or more of the counties
is not available than California as a whole might work.

And yes I am interested in existing cars registered and new cars sold
every year in these areas.

I've found a company that does what it is you're looking for, but it's
about $1500 - $2500 for those 4 counties for the last few years of
data.
