What are the laws pertaining to importing secondhand goods into each
country in Eastern Europe as well as Central and South America.

Albania - "There are no prohibited imports...There is a 1 percent
customs fee for products brought in to Albania temporarily for repair
and then re-exported. Similarly, temporary machinery entering the
country is subject to a 1 percent customs fee and may remain in the
country for up to one year".

Argentina - Secondhand goods must comprehend with phytosanitary rules
and safeguard measures as well as anti-dumping laws. Special tarrifs
on Auto-parts (excempt: Brazil); "The Argentine government separately
sets annual quotas for official distributors of foreign cars and auto
dealers, as well as for other firms and individuals"; Other barriers

In the case of equipment, Argentina requires that used goods be
accompanied by a certificate authenticated by the commercial office of
the Argentine Embassy or Consulate in the export country, as proof of

Belize - There are 27 categories (incl. boats) that require import
liscence.

Bolivia - "Import permits from the Vice Ministry of Industry and
Commerce are required for used clothing and rags. There are
restrictions for used clothing without a sanitary certificate
(fumigation) from the from the proper health authorities in the
exporting country (except in personal baggage). And there is a total
prohibition for the importation of used hats, shoes, underwear and
lingerie. The permit must be obtained prior to shipping. There are no
other special non-tariff requirements, which affect the import of used
goods. The import of "transformed" cars from Japan and other
right-hand drive countries was banned as of 1998".

Bosnia and Herzegovina - On the Entity level, both the Federation and
the Republika Srpska have customs laws. In the Republika Srpska, no
"special assessment" or other charges are applied to imported
products; In Bosnia only on phytosanitary rules (agro-goods, although
if you want to, I shall inquire for you about used clothings).

Brazil - Used autovehivles are banned. Used products are under the
category of "Non-Automatic License (LI) regime, the importer must
provide information concerning each shipment to Brazilian customs
authority either prior to shipment or prior to customs clearance. The
required information includes a description of the product as well as
the harmonized tariff classification number, quantity, value of the
shipment, shipping costs, etc" (see

Bulgaria - No specific barriers on used goods (only intl. banned
products and environmentaly harmful ozone depleting products - like

Chile - "Used goods are valued by the customs service according to the
current new value of similar merchandise, discounting ten percent per
year of use, up to a 70-percent discount.; The importation of used
passenger and cargo transportation vehicles is prohibited. Exceptions
to this import restriction include used ambulances, armored cars,
mobile homes, prison vans, street and highway cleaning vehicles,
cement-making vehicles, and fire-fighting vehicles. (Fire-fighting
vehicles are not subject to import duty, and VAT is paid on their CIF

Colombia - "Used parts are restricted. They require an import license
prior to shipping and are subject to an additional 50% fine."

Ecuador - "The importation of used motor vehicles, tires and clothing
is still banned. Used special vehicles given in donation such as
ambulances, mobile clinics, sweepers and fire trucks are permitted.

vehicles (up to three years old) for public transportation (i.e. buses
and taxis)"; also prohibited: used clothing, used tires, used shoes.
