The short answer is "No, not really." The longer answer is "You can
make it *look* bigger through surgery, but it's really not a good
idea."
There's a surgeon in New York who specializes in penile enlargement
procedures:
"Dr. Whitehead specializes in male genital surgery. Approximately 95%
of his practice involves penis enlargement surgery (phalloplasty).
Phalloplasty surgery encompasses penis lengthening surgery, penis
widening surgery in the flaccid and/or erect state and glanular
enhancement."

The Penis Enlargement Resource Center cautions that such surgery
requires continuous stretching afterwards, lest gains from surgery be
lost:
"Surgical lengthening of the penis is achieved by cutting the
suspensory ligaments that support the penis. Once these ligaments have
been cut, part of the penile shaft (usually held within the body)
drops forward and extends out, thus creating the illusion of a longer
penis. After surgery, part of the postoperative treatment includes
stretching of the penis to prevent the severed suspensory ligament
from healing shorter than it was previously. Without continuous
stretching the gains achieved through surgery are often lost."

New Sex Education explains that the surgery hasn't been perfected, and
can actually be much more trouble than it's worth:
"Unfortunately, penis enhancement surgery just hasn't been fully
perfected yet. In addition to the extraordinary monetary cost of
surgery, the procedure itself should give one pause. The penis is
"lengthened" by cutting the suspensory ligament. This gives the
appearance of a longer penis but does not actually increase its
length. It also makes the penis more unstable during intercourse, as
well as more susceptible to injury. This surgery leaves a permanent
scar and a lower angle of erection."

At least one man who has undergone such surgery firmly advises against
it:
"Ron Nance spent his inheritance to become a member of the elite club
of men with humongous penises. But complications from the so-called
'perfectly safe' penile enlargement surgery have left him -- and many
others -- shriveled, shamed and unable to perform sexually."
