I own three parcels of land in Kern County, CA.  The state recently
put a highway through the middle of my property so I am interested in
selling and/or developing it.  It is currently zoned "resource
management" and I would like it changed to commercial.  What are some
sound, convincing arguments, possibly ones that have been successfully
used in the past, that I can bring up to the zoning commision to get
them to change the zoning.
