Introduction
Windows Media Encoder 9 Series is a powerful production tool for
compressing audio and video content into a format that is suitable for
streaming over the Internet, downloading onto users' computers, or

or video files, or you can capture screens. Real-time sources include
anything that you can plug into your audio or video card, including a
CD player, microphone, VCR, video camera (both analog and digital),
video tape recorder (VTR), video player, or NTSC television signals.
You can also capture screens directly from your desktop, and insert
script commands while encoding. The encoder supports sourcing from
most common file types such as AVI and WAV.
The encoder works with most capture devices that have Windows Driver

Do read this, as well as other linked articles above.
It appears that the Windows Media Encoder *may* be all that you need
to create your project, as it mentions screen capturing. But not
having used this product, I am not sure if it captures it as streaming
video as mentioned in the commercial products above. If not, or if the
commercial products are more to your liking for features and
interface, then their output can be brought in to WME projects.
