Despite exile, persecution, and the Holocaust, Jews have been able to
maintain their cultural and national identity.  Why has it been more
difficult for the Arab nations to create a sense of nationalism?

Dear dmbman, 

Your question persumes two facts, that might not be true. The first,
is that Jews have maintained their "cultural and national identity".
It could be argued, that most Jews are not Zionists (and do not live
in Israel), most Jews do not view themselves as a "nation", rather
than as a religious-cultural group, and that in general, Jewish
nationalism is a challenging subject, something that is actually much
contested, unlike Arab nationalism.

Regarding Arab nationalism, I could give you several answers and
reasons, why the attempt to create an Arab nationalist identity has
failed, and several reasons why it might not has failed in the manner
you descibe in your question.

I would be thankful if you told me what kind of reasons and historical
sources you expect as an answer, depending on the price you've stated.
