I am looking for a public non-gambling poker club to join in NYC to
brush up on my skills and learn more about the game.  Do these types
of clubs exist and if so how can I join.

There is a group that meets every month, via a useful site called
Meetup.  Indeed, there are groups in many cities that meet on
"International Poker Meetup Day", the third Tuesday of every month. 
New York City's group has 82 members, and is the largest group.  If
you want to find friendly games or a place to learn earlier than the
next meetup, you might post a request in the New York City Poker
Meetup Mini-board at the top of the page.

I belong to a Meetup group relating to another topic, and it has
worked well for me, putting me in touch with a lot of people who share
my interest.  I hope that this New York City poker group works just as
