Would you give us a bit of background information about Dr. Marius
Paul? A search of a congressional archive found no testimony given by
such a person in the past 30 years.
Did you spell the name correctly? A search on Google found less than
500 results, and it doesn't seem like any of them are the Marius Paul
you mentioned.

Just so you aren't prematurely discouraged about getting an answer to
your question, I can report that I have found information on Dr.
Paul's company, including business contact information for him.
I will continue looking for the Congressional testimony you seek, but
some more information concerning the House or Senate Committee (or
Subcommittee) that held the hearing, its rough time frame, and/or the
overall subject of the hearing would be very useful in establishing
definitively whether such testimony exists.
Alternatively, I could contact Dr. Paul or his company directly to get
the information. If that would be acceptable to you, please let me
know.

clarification. I will not duplicate his effort to contact Dr. Paul,
but I will continue to look for the testimony.
