Hello mystique-ga,

It appears that hypoxia, by definition, is a lack of oxygen to a
tissue such as the brain.  More technically, hypoxia is: "Reduction of
oxygen supply to tissue below physiological levels despite adequate
perfusion of the tissue by blood."  (You can click on the highlighted

One type of hypoxia is called cerebral hypoxia.  It refers to lack of
oxygen supply to the brain.  And indeed, this lack of oxygen can cause
brain damage.
