I know a guy at my college who does this sort of thing in his spare
time. He's on vacation now, but if he comes online, I'll try to ask
him about it. In the meantime, maybe someone else knows more than I
do?

Best of luck

Audio recording/replay chips are fairly readily available and used in
many applications, from custom doorbells to pre-recorded announcements
on buses and trains.

Two examples are (this is a UK supplier, but any electronic
components supplier should be able to assist you in finding similar)

ISD1416P Voice Record/Playback - about 16 seconds recording - code
NM47B
ISD2560P Voice Record/Playback - 1-2 minutes, and cascadable for
longer durations - code NM52G

For further details, visit www.maplin.co.uk and put the item code into
the Search box

A google search for the ISD chip numbers above will give more
information. Price for the chip looks about 10 USD.

Other, similar, chips are made by several semiconductor manufacturers.
