I am looking for DETAILED plans to build a "human gyroscope".
It is a combiantion of steel rings, hinged to simulate a gyroscope, in
which a person can sit or stand in the middle for the spinning effect.

The unit you've provided doesn't appear to be self powered. I was
thinking more like this-
