Were violent crime rates for blacks and whites lower or higher in the
period from 1900 -1940 than they are today?

This would be a very difficult question to answer accurately and would
be quite relative to the times (which have since changed
dramatically). Since 1940 there are many more people in the world than
there was in the perdiod you specified which could, theoretically
support the notion that the crime rate has increased substantially. On
the other hand, during the period you specified, "whites" made up the
larger portion of the population, however there were also many more
laws pertaining to the behavior of non-whites which could suggest (on
paper at least) that blacks (and indeed other minorities) made up the
largest portion of law breakers.

Can you see the problem here? Perhaps you can rephrase your question
to simply request the crime rates of 1900-1940 and make your own
decision based on the data.
