GiantCod,
First goto http://www.whois-ip.com/ Downloaded the programme and
enter the IP details.

I've added the report incase you don't want to DL it!

Send an E-mail detailing the time, date, what happened, how you know
this was possible hacker activity, etc (It might not be a hacker)

Firstly, How do you know someone is trying to hack into your computer?
Are you using a commercial firewall that is showing you an intrusion
attempt? I am guessing that this is the case. If it is, it might not
even be a hacking attempt. It might just be a virus or trojan
attempting to propigate it's self. The user of the machine might not
have any idea that this is taking place. You might be able to notify
the remote user that this activity is going on. "net send <ipaddress>
<message>" might just pop up a message on the remote computer
informing them as to this activity.

Secondly, If it is a hacker in the sense that it's someone sitting at
the console of a machine trying to exploit a weakness in your OS if
you really want to track him down, contact the internet provider and
inform them as to the situation. The may request copies of your
firewall or intrusion detection logs to confirm your accusations. Then
they may or may not choose to disclose the information regarding who
is assigned that IP address. I am guessing though you will have to
take legal action in order to get that information. Most reputable
companies won't give out customer information to anyone. In any even
you can at least get the person to stop.

Let me know if you need more information about how to obtain any of
this information.

Send the firewall / IDS related logs to the following:

access@energis.com
denis@energis.com
abuse@energis.com
cert@cert.ja.net
cert@cert.mod.uk

and if possible then your country's CERT as well.
