I am seeking information on how to use small microcontrollers to send
small data packets (less than 16 bytes) from a microcontroller to
another windows based computer over the internet

Hello Georgew,

Please confirm - are you looking for examples of an existing micro
controller solution such as
  http://www-ccs.cs.umass.edu/%7Eshri/iPic.html
or do you have an existing micro controller (or family) that you are
looking for source code or a prebuilt package that you can interface
with?

Also, is there a specific protocol you want implemented (e.g., HTTP)
or do you expect to send raw TCP packets to a port on the windows
computer?

Thanks

Hi, to clarify my question. This is the scenario. I am logged onto a
IP service via a modem with my micro. (it is a Pic and I have the
TCP\IP info from micpo chip). Now It would seem to me I should be able
to send a PPP packet
to a computer that has an IP address on the internet. I would like to
imbed in this packet about 16 bytes of information. It is intended
that this could be a one way transfer at random to this known IP
address. The IP address of the micro is know as it has been supplied
by the server on logon. The Ip address of the recipient computer is
known as well.
Can this be done simply.
