Seeking a good MS education in e-commerce

Hello, I've got a friend who's a Bachelors degree holder seeking a Masters degree in e-commerce & related topics or if not possible to get a MS in Computer Science. He's a non-US citizen seeking a seat in a US university, via an I20 visa, and has a full scholarship with 9 months of English course allowance on top to get him in shape language wise. He's done a TOEFL test and got 197/300 and a GMAT and got 350/800 (to be improved). His GPA was 2.75/5 = 2.2/4. What universities are recommended in the US which have very good e-commerce curriculums? Dont let the word e-commerce sway you away from goodies. I believe e-commerce is a subset of e-business and one should put more weight on the business, law and economics than technical, side of things in that industry. The target is listing good universities with very good courses and an appreciation for out of state/country students. :-) As to improving and self-testing or e-learning ideas on the GMAT issue with advice and references for free and commercial means of improvement would be appreciated.
