Since 1955, Area 51 finds itself locked in secrecy, myth, and conspiracy
theory. A number of different opinions exist on what the U.S. Military is
actually doing on the heavily guarded, sixty square mile site located 80 miles
northwest of Las Vegas. CIA involvement, UFO sightings, and government secrecy
has put fuel to the mythological fire. Separating U.S. Government fact from X-
Files fiction is a fine line especially when there are so many conflicting
stories.
According to the Area 51 website, in 1995 President Clinton signed the first
annual exemption of the Groom Lake facility, exempting it from Federal, State,
Interstate and local environmental laws. It has been re-exempted every year
since then. The military's current stance is not to lie about the facility, but
to ignore the whole issue altogether. This exemption law allows the
government free use of the land without adhering to strict environmental laws,
presumably to carry on with military testing.

According to Norio Hayakawa, speaker at Conspiracy Convention of 2002 and
director of the Civilian Intelligence Network, conspiracy and myth have
shrouded Area 51 for what it actually is:
But in reality, this sprawling base is nothing more than a leading-edge
research, development and testing complex for high tech weaponry integrated
with avionics and aeronautics, the technologies of which, however, could
possibly be utilized in the future to bring about Global Governance, if indeed
such a plan were to exist.

Norio Hayakawa, however, has his own conspiracy theories. Instead of posturing
UFO cover-ups, Hayakawa believes the site is used for military testing that
could be used against its own citizens. Hayakawa even raised awareness of his
speculations by organizing a peoples rally on June 6, 1998 outside of Area 51.
