legislation for "days off" are set by the individual states.

since each state designates holidays through the legislative process
or by executive order. The United States Congress can legally
designate holidays for federal employees and for the District of
Columbia."
Most lists of national holidays seem to agree on the following 9 days:
January 1 New Year's Day
3rd Monday in January Martin Luther King Jr. Day
3rd Monday in February Presidents' Day
4th Monday in May Memorial Day
July 4 Independence Day
1st Monday in September Labor Day
November 11 Veterans' Day
4th Thursday in November Thanksgiving
December 25 Christmas Day
Though some also add the following:
June 14 Flag Day
