Can a Utah mobile home park, by law, place restrictions on resident water
usage, when the residents pay the city directly for their water?
For example:  telling residents when they can and can't water the
lawn, or wash the car.
I have read through the "Park Rules" section of the Utah Mobile Home
Park Residency Act, and couldn't find anything which seemed to apply.

This is a case where the city has not passed any water restrictions,
but the mobile home park has told residents that if they water their
lawns on any but the appointed day, at the appointed time, they will
be assessed a fee of $150.
Is this within the legal right of the mobile home park?

This could also be a county or municipal issue. In which county and
town in Utah is the park?
