Dear bd6854-ga;
Thank you for allowing me an opportunity to answer your interesting
question.
I have spent more than two decades in law enforcement and I can
personally confirm that, in my jurisdiction at least, a woman judge
does indeed wear a robe while presiding over cases in open "juvenile"
court.
In my area however, some years ago, our juvenile court system
underwent a largely cosmetic name in an effort to follow a national
trend (which also might account for the problems some have had in
finding an answer to your question). What used to be called Family
Court, Juvenile Court or Childrens Court came under the auspices of
Chancery Court, which has long since been the authority in many areas
for divorces and other family related issues outside juvenile justice.
I happen to know these four judges personally and have been before
them with criminal, civil and other cases on many, many occasions:

Hon. Judge Vicki Cook (far right) presides over Chancery Court
Juvenile Division, and I can personally confirm that she does wear a
robe. While this is not a full-length photo (you can see that she has
her robe on in this photo) her robe looks very similar to the one this
female judge is wearing:

Her robe is unassuming and non-threatening with no colorful or
flamboyant piping or trim. It has a somewhat of a feminine air to it
and while it is not imposing it is certainly representative of her
elected authority.
Here is a description of the typical dimensions of a womans judicial
robe if you are making one yourself:

Again, as a rule each judge does her own thing in her own court
according to what she deems appropriate. In our case, our judge has
opted to wear her judicial robe in her court.
