Would you mind clarifying your answer a bit? Are you looking for a
list of people to contact about this? Are you looking for lobbying
tips?

I guess I am looking for where to start... I don't know what to do
first, or what has to happen to have someone important pay attention.

Hello Nataliez--

I have carefully researched your question and have your answer.

You have asked for some ways to start lobbying for mandatory car
safety inspections in the state of Illinois.

In order to make this a state law, it would need to be passed by the
Illinois General Assembly. You may find some introductory information
online. The link is http://www.legis.state.il.us/

Your first step should be to create a list of why there should be
mandatory car safety inspections.

You should write a one-page letter to your state representatives and
senators. Consider contacting all of them. You can do this efficiently
via E-Mail.

You may view a list of contact information for all Illinois State
Senators online. The link is http://www.legis.state.il.us/senate/

You may view a list of contact information for all Illinois State
Representatives online. The link is
http://www.legis.state.il.us/house/

You should then give them a few days to receive and read your letter
and follow up with phone calls. You may find all that contact
information at the above links.

You want to focus your efforts on the senator and representative who
represent you. You may find that information out by searching for your
district online at the same links above.

You should also focus your efforts on contacting the Transportation
Committee of the Illinois Senate. This is the group that is most
likely to listen closely to your complaint outside your personal
representatives.

Chairperson : George P. Shadid D
Vice-Chairperson : Susan Garrett D
Member: Debbie DeFrancesco Halvorson D
Member: Terry Link D
Member: Antonio Munoz D
Member: John M. Sullivan D
Minority Spokesperson : Larry K. Bomke R
Member: John O. Jones R
Member: Dale A. Righter R
Member: Dale E. Risinger R

You may see this list of the members of the Senate Transportation
Committee, along with their contact information, online. The link is
http://www.legis.state.il.us/senate/committees/members.asp?CommitteeID=77

Further, you'll want to focus on the Illinois House Sub-Committee on
Licenses. The members are:

Sub-Chairperson : Cynthia Soto D
Member: James D. Brosnahan D
Member: Jim Watson R

You may find contact information for these individuals online. The
link is http://www.legis.state.il.us/house/committees/members.asp?CommitteeID=101

One word of caution when contacting representatives and senators. Be
up front with all of them regarding whom you're calling. If one
committee decides to work on your issue and present a bill, make sure
the others know. In order for your bill to become a law it will need
to be approved by both houses and signed by the governor. If there are
two or more different versions of your bill in the works, it could
hinder your cause down the road as only one version can be passed and
you want to avoid disagreements.

You may also wish to contact the group Advocates for Highway Safety.
This is a special interest group in favor of your issue. The link is

I would also recommend reading as much as you can on this issue as
possible. To get you started, I conducted a Google Search for the
following terms:
car inspections

You may view all the results of my search online. The link is
://www.google.com/search?hl=en&lr=&ie=UTF-8&oe=UTF-8&q=car+inspections

I certainly wish you luck, and I hope this helps. If you need any
clarification on this answer or further information, please don't
hesitate to click the "clarify" button.

I'm happy to help.
