I am looking to advertise adult services (like 0906) in media, such as
Print (mostly) and TV (not internet).
The main goal is to get the ads as chip as possible (neither
creativity or strategic is required).

I am looking for a media agency or media-buying agency (or other media
buying option) that is specialized in the adult content business and
has good tariffs (not only the 15%).

I would love to talk to you more...I work for a SPORTS RADIO station
in Chicago and radio is the avenue you should look at... Radio allows
you to reach your target market and you have a select target market.
Do you have any interest in advertising in Chicago?
