How can I provide an official document that states my wife (a
homemaker) has no PRESENT income? Since October of 2002 she hasn't
worked, and we need to send proof of this to the German government.
Please note that we do have 2002 tax returns, but we don't have her
last paycheck stubs. Also note that we live in Minnesota.

I think the only documentation that will do you any good is going to
be documents that are acceptable to the officials to whom you and your
wife are reporting.  Have you checked with the appropriate agency in
Germany to see what they would consider acceptable documentation of
"no income".  Perhaps a notarized affidavit would do the trick.
