The "Index Project", a database of Civil War court martials files, is
a project of Thomas Lowry, author of various books on the Civil War.
You can not contact him via e-mail, but you can write a letter to him.
According to a newsgroup posting I located, you can expect the
following:
"This data base is not on line and he charges $5.00 per record for a
standard
report on any known court martial record. You can have him search by
name,
regiment, geographical location, type of crime, etc."
