Hello tjd4-ga,
Thank you for your question.
GENERAL LICENSE/MMD RENEWAL INFORMATION
The Coast Guard is reviewing its entire license/document renewal
process, and changes can be expected.
The major change is that mariners are now required to be
fingerprinted "at some point in the process" at the Regional Exam
Center, according to RADM Kevin J. Eldridge, Director of the USCG's
Merchant Mariner Task Force. Applications still can be mailed in, but
the applicant will have to report to the Regional Exam Center (REC)
for fingerprinting when they pick up the documents. If the applicants
present themselves at the beginning of the process, they will be
fingerprinted then.
After submitting an application at the REC, the mariner's documents
will be sent to the National Maritime Center for centralized
processing and evaluation. They are then mailed back to the REC for
pickup by the mariner.

From the U.S. Coast Guard Website:
New security requirements for Merchant Mariner Documents:
When applying for any MMD (originals, renewals, upgrades,
endorsements, or duplicates), mariners will be required to be
fingerprinted at the regional exam center. Mariners must produce 2
forms of identification, one of which must be a picture ID.

Renewal applications may be submitted in person or mailed to any
Regional Exam Center (REC). This cannot be done online. Here is the
