I located a DSL Worldwide Retail Directory dated April 2003
This directory aims to provide comprehensive profiles of retail DSL
services and public trials around the world. In this 7th edition we
cover 98 operators in 56 countries. The Directory focuses on the main
DSL service providers in major markets, with more emphasis on services
and marketing in this edition. The Directory again includes broadband
market overviews for 30

Using their search function, there are 226 countries which
have ISPs offering internet connection. By manually searching
each of these country listings, it is possible to determine
which of the ISPs in these countries offer DSL connection.
Does this seem like a satisfactory approach in answering your
question? If so, I will continue with the process of extracting
the information in this manner.
Please verify that you will be satisfied (per the phrasing of
your question) with the number of countries and unique providers
offering DSL, without specific contact information for each company.

Ihave with me, a global list of 161 DSL providers. It includes names
like Telia, Verizon, Dishnet, Sonera, etc. Will you consider it
enough?
