An organization with 20,000+ employees is considering to outsource the
personnel department activities like pay sheet generation, employee
record management and related activities.
I am suppose to submit them the concept paper as to
1. Why should the organization outsource vis-à-vis it does the same
internally?
2. What activities should be outsourced and what not?
3. What sort of cost saving will organization achieve? Or various
benefits the organization will achieve in terms of being more
effective, etc.
4. What sort of new ideas can be proposed? For eg smart card for each
employees. I need more such ideas.
Some data
Our initial brief study shows that there will be 4 major work areas
1. Manually key in all employee records
2. Develop Software
3. Day to day administration
4. Various format preparation (Since the organization still has to
maintain various records physically as per predefined formats or
formats given from time to time)
Outsourcing here would be to deploy manpower, hardware, develop
software, etc on the site.
The organization Government organization of a developing country.
Geographically dispersed work location. All locations are networked.
The concept paper should include following
1. Convince the organization that outsourcing this would benefit
substantially.
2. Macro level description of various activities
3. Some data to reflect the success of outsourcing in this area
4. list and briefly explain the scope of work
5. whatever the researcher sees fit in the context of brief
I want researcher to generate a 3-5 page convincing concept paper.
Wherever the data is inadequate, I expect the researcher to guestimate
in the context of above brief.
