Greetings Clicker5:
To begin my quest for your answer, I first phoned the Cessna
corporation at 800-423-7762 and spoke with a nice lady named Vicki.
She explained that with, for instance, the Citations, they are built
in units, not years, and that the Citation models might change
mid-year. However, she wasn't certain if the SPs followed the same
regime. She suggested I phone Jim Roth at 316-722-8172 as he was the
director of regional sales for my area.
I phoned Mr. Roth and he wasn't available so I left a message but, in
the interim, I phoned the dealership that the Cessna site suggested
for my area:
Douglas Aviation Inc., S&S Aircraft Sales LLC dba
11299 Airport Road
Olive Branch, MS 38654
662 895 7299
Website: http://www.douglasaviation.com
Email: dougav@wspice.com
I spoke with Doug at Douglas and he said that the 2004 Cessna 172SP
would be available beginning January 1, 2004. He explained that the
airworthiness of the Cessna 172SP would be the determining factor in
the model. He stated that if you bought a Cessna on December 31,
2003, the plane is "2003 airworthy" and that if you purchased/ordered
a plane on January 1, 2004, it would be considered "2004 airworthy"
*even* if NO changes were made to the model.
He said the current price is $188,000 for the 2003 Cessna172SP and
that the prices usually go up 3% to 5% each year. He stated that it
may be more advantageous to purchase a 2003 Cessna as opposed to the
2004. He said he had a 1998 and 1999 model and they were exactly the
same - both are airworthy for the years they were made but he said
"you couldn't tell them apart." So it may be that the 2003 172SP is
the same as the 2004 - he won't know until the new model is available
for sale in 2004.
Doug said that there is a sales meeting in the fall when Cessna
dealers meet and learn about new models, changes to existing models
and such. You may want to phone him (or the representative nearest
you) and ask to be kept informed if there are any changes from the
2003 to the 2004 model. To locate a sales rep in your area, visit
http://se.cessna.com/cstars/index.chtml or go to
http://skyhawksp.cessna.com/ and see "" in the right column for a
dealer locater. There are U.S. and international dealers in their
databank.
Should you require clarification of any of the links or information I
have provided, please request it and I will be happy to respond.
Should Mr. Roth return my call, I'll post the information he imparts
in the Clarification section.

Greetings again Clicker5:
Mr. Roth just returned my call and he confirmed what Doug stated
earlier adding that he has known Doug a number of years and "he'll
treat you right."
"The airworthiness certificate determines the date of the aircraft,"
said Mr. Roth. "Typically, they [Cessna] try to block part changes to
coincide with the model year."
I then suggested the following scenario to Mr. Roth and he confirmed
that I was correct in my understanding. I surmised:
If you purchase a 2003 172SP on December 31, 2003, it is a 2003 model.
If you purchase the same aircraft one day later on January 1, 2004,
it is considered a 2004 model.
Mr. Roth assured me that Doug could answer any questions about Cessna
aircraft as Doug is an owner and operator as well as a dealer.
Again, should you require clarification, please request it.
