The Head Start Regulations, Title 45 of the Code of Federal
egulations, Parts 1301 through 1311 state the required operating
procedures and services Head Start programs are to provide to the
children and families they serve. Part 1304, "Program Performance
Standards for the Operation of Head Start Programs by Grantee and
Delegate Agencies", defines in Subpart B, "Early Childhood Development
and Health Services", the dental treatments available for children
through Head Start:

§1304.20 - Child dealth and developmental services
[...]
(b) Screening for developmental, sensory, and behavioral concerns
[...]
(3) Dental follow-up and treatment must include:
(i) Fluoride supplements and topical fluoride treatments as
recommended by dental professionals in communities where a lack of
adequate fluoride levels has been determined or for every child with
moderate to severe tooth decay;
and
(ii) Other necessary preventive measures and further dental treatment
as recommended by the dental professional.

So fluoride treatments are part of Head Start's benefits, if a dentist
recommends a such treatment.
