I have patio furniture made by the Woodard company in Michigan.This
furniture is about 15 years old.It is in very good shape except for
the vinyl "straps" that form the seat and back of the chairs. The
straps attach onto metal hooks that are one the wrought iron frame. I
stretch and reattach them but they come loose easily.I have been told
to throw out this furniture. I know that this is not a serious and
deep  question-I have many of those-as most of us do.However,I would
hate to throw this furniture out if I could save it.

Three fourths of the way through it mentions the Woodard company...

"The upshot: Criterion gets called to install store-bought slings
correctly. It also fabricates tricky replacement slings for vintage
designs like Woodard. "The main thing is, to make sure a sling fits,
we need to have the frame to work with," Kaufman says."

My suggestion is to not try and do this yourself because you're
dealing with high-end furniture.  In the Yellow pages under Patio
Furniture Repair you should be able to locate the experts.

It might not be cost-effective to do a repair (as the article states)
but if you are interested in keeping the chairs then calling in the
pro's might be the way to go.
