I don't think you will get an answer for the world, as the number of
teams involved are huge.  However for your interest here are the
results for the UK:

In England, the league's longest non-scoring record is shared by two
clubs. Coventry City went eleven Div 2 games without scoring in season
1919-20, and Hartlepool also had a run of eleven blanks in Div 2
1992-3. Counting an FA Cup tie and a match in the Autoscreen trophy,
Hartlepool's run stretched to 13 games without scoring. Stirling
Albion hold the record in Scotland with 14 consecutive games without a
goal: 13 League and 1 Cup tie, from January-August 1981"
