I am reposting this as I couldnt seem to answer (maybe it expired) and
want to clarify and confirm payment for your responses.

Can you please let me know if you receive this?

I would like to know the following: 
  1. What are the import rules, regulations and tariffs for importing
  Dulce de Leche (a caramel like milk product) from Argentina into the
  US 
  2. What Dulce de Leche brands (Argentinian, Mexican and other 
  countries) are currently being sold in the US 
  3. Who are the distributors currently distributing Dulce de Leche?

Hi Matt!!

I put some order to our exchange. 

The Dulce de Leche is one of the products that can be imported freely
to United States, it doesn´t mean that it doesn´t pay tariffs and/or
taxes.
To know wich are the tariffs you must know the HTS number. This number
in US is 1901.90.42 and you can see details about tariffs here:
http://dataweb.usitc.gov/scripts/tariff2003.asp 
 
Just copy the HTS number (without dots) in the search box and click
detail button in
the page that will be open.
This item is not eligible for the Generalized System of Preferences
(GSP) for Argentina because it has a coe status A+, to be eligible for
the GPS it must be code A or A* and Argentine must be not included in
the exceptions list. There is a petition in course, presented by
Sancor Coop Ltda (case number 2001-SR-04), to include this item to be
eligible for the GSP for Argentina (to not
paid import rights). 

In regard to the Argentina exporting rules and taxes for Dulce de
Leche you must know the following:
The HTS number is knowed as POSICIÓN ARANCELARIA, and this number
differs from the US number. The POSICIÓN ARANCELARIA in Argentina for
the Dulce de Leche is:
1901.90.20 --> Dulce de Leche
1901.90.20.100N --> Envases inmediatos de contenido neto inferior a 5
kg - (R.420/99 MEYOSP)
Right of exportacion  5% 
Reimbursement 6% (in packages equal or less than 5 kg) 
              5% (in packages greater than 5 kg)

As you remember I told you that I saw the Unión Industrial del Gran La
Plata is helping small companies to export Dulce de Leche to the USA.
Finally I confirmed this data and it is true, they are helping and
also offering contacts for the people that want to export Dulce de
Leche. To contact them the better way is to agree an appointment by
phone, when you call ask for Mr Daniel MARCCHINNI, I spoke with him by
phone and he told me that:

Some tips to do import in US:
It is recommended to give the first steps of the hand of an importing
distributor.  When lacks renown, is more easy to arrive at the points
of sale through an intermediary that already enjoyment of good
reputation in the market.  The advantage of the importer on the
representative is that he is used to facilitating the distribution in
the United States, and it permits to
arrive at agreements as for the promotion and resale of the products.
One must avoid to writings agreements or informal understandings that
have not been prepared or revised by an American lawyer.  In the
United States, in spite of being an open market in the majority of the
occasions, a very legalistic environment exists and tendency al
lawsuit.  The people frequently resorts to the courts or threat with
it.  A contract edited appropriate constitutes an insurance set
against those possible threats.
The trade fairs constitute a very important commercial instrument of
promotion.  It is recommendable to participate in the fairs with
national pavilion Argentine, generally the businesses already
established in the United States, expert of the market, are the ones
that better take advantage of the fairs.
