Hello there
Since your question relates to resource mobilization, I must presume
you are speaking of Mr. Nasir Ahmad El-Rufai, director-general, Bureau
of Public Enterprises, rather than the World Cup player.
There seems to have been some effort put into resource mobilization in
Nigeria ranging from privitization efforts to developing the electric
power system. However, as far as Rufai is concerned, there seems to
be wide ranging opinion as to his effectivness. I will try to present
some information from each camp for you.
This quote about Rufai is from "Realising Investment Goals being Text
of the Paper Delivered by Sir Remi Omotoso."
"I believe the presentation of Mallam El-Rufai of the Bureau of Public
Enterprises [BPE] would have shade more light and exposed the abundant
opportunities to you all. I salute Mallam El-Rufais untiring efforts
and that of the Chairman of the National Council on Privatisation,
Alhaji Abubakar Atiku, the Vice President of the Federal Republic of
Nigeria for their transparency and forthrightness in the sure and
systematic pursuit of the privatisation programme for Nigeria."
http://www.nigerianembassy.nl/Omotoso.htm - From the website of the
Nigerian Embassy. - The paper itself may be a source for much of the
information you are seeking.
Rather than try to copy it all here, which would involve an enormous
amount of quoting, which is basically against our rules, I will simply
send you to the website linked above. - - The paper covers economic
revival, investment opportunities, goals, business environment, human
capital development, infrastructure development, and more.
The next quote is from "Sale of the money-machine by Abdulrazaque
Bello-Barkindo"
"El Rufais activities in the last week have been prodigious. Who does
not know Nasser El Rufai? He is the middle-aged Quantity Surveyor who
is heading for a place in the nations book of infamy as the guy who
sold off the Nigerian pride, The Nigerian Minting and Printing Company
(NMPC) the machine that makes our money, the Naira! ... However, one
thing that Ujuddud says in his article that keeps the faith of the
Nigerian people alive is that El Rufai was persuasive but
unconvincing and that he was more committed to his job than to the
Nigerian people. I would have said that he is more committed to his
boss than to the truth and I have my reasons."

For a brief biography of Rufai: - http://tinyurl.com/dw4x - website of
the CWC Group
This website is about the take-over of the Nigerian Telecommunications
Limited (NITEL) by Pentascope:
http://fr.allafrica.com/stories/200303200388.html - From AllAfrica.com
- also the source of the quote below.
"Some of the placards carried by the protesting workers had
inscriptions such as "El Rufai is a Devil", "We are saying no to
Pentascope", "BPE is killing NITEL" and "Nigerians can manage NITEL",
etc."
However from the tone of the article, it would seem that Pentascope
may very well make changes for the better. You may want to read the
whole thing.
Rufai seems to stir controversy in many areas. This website reports
on a question raised in the House of the Nigerian Legislature. -
http://tinyurl.com/dw6d - Olease note that this is a cached page, the
original is gone so you may want to make a copy of it for your
records. - - Quote below from the website
"House of Representatives yesterday accused the Bureau of Public
Enterprises (BPE) of working in concert with the Kenyan Government and
children of a senior Presidency official to sell the Nigeria Security
Printing and Minting Company (NSPMC). ... Nigerians would want to know
the rush in the privatisation of the Mint and the interest of the
Kenyan government and that of the children of a top presidency
official. The privatisation of the mint is not in the list of the
publicly quoted firms scheduled for privatisation. Why the rush, whose
interest is BPE and el-Rufai protecting and playing? We are aware of
the Kenyan connection," Hassan said."
If your question is wanting an "opinion" as to his activities, I'm
afriad I cannot provide that. But the mobilization of resources under
his direction seems to carry a lot of controversy and he seems to have
loyal followers as well as detractors.
