Seeing as Google is the largest web index, using Google to perform the
search will give the best possible result.
Google has an advanced search form:

By entering "blogger" in the first search box, and selecting "in the
title of the page" where it says "Occurrences: Return results where my
terms occur", we get the following result:
98,400 occurences of Blogger being in the title of a web page that is
indexed by Google.

Google states on their homepage that they have a total of
3,083,324,652 web pages indexed. So we can deduce that 0.00319% of web
pages have the word blogger in their title (or 1 in every 31,334).
Your original question asked about terms anywhere between the head
tags. I presume you were thinking of title, keywords and description
tags. To my knowledge there are no search engines which return results
based on keyword and description tags, which is why justaskscott-ga
asked if just titles would be sufficient.
