The U.S. Department of Transportation plans to address the issue of
intersection safety. In 2000 there were over 2.8 million
intersection-related crashes (44 percent of all crashes) resulting in
8500 fatalities and almost 1 million injuries. The annual cost of
intersection crashes is $40 billion.
The goal is to reduce fatalities by 10 to 15 percent in aggressive
driving, head-on and run-off-the-road crashes on two-lane roads,
people who drive with suspended and revoked licenses, hazardous trees
that need to be addressed in an environmentally acceptable manner and
unsignalized intersections. An infra structure consortium has been
formed. Part of their brief is to research infrastructure based
sensors, infrastructure communication methods and developments of in
vehicle systems.

Under the Transportation Equity Act for the 21st century (TEA-21), ten
percent of a states Surface Transportation Program is reserved for
safety programs. Over the last 10 years states received $4.8 billion.
However states have underfunded safety resulting in almost $1billion
being unspent. The upcoming reauthorisation of TEA-21 will allow the
legislators the opportunity to stop underfunding in safety.

The European market for onboard microwave communications units is
expected to triple. Electronic fee collection (EFC) and road user
charging systems use microwave communication between onboard units
(OBUs) and the roadside infrastructure. According to Miranda Carter,
There are currently around 4.3 million OBUs in use in Europe. This is
expected to rise to 14.3 million by 2006. It also has the potential to
rise to all vehicle in Europe with additional ITS functions. In
addition to OBUs, licence plate recognition (LPR) is used.
Switzerland currently operates a vehicle positioning system for heavy
vehicles. They are tracked by GPS via an OBU and charged via a smart
card.
The German government plans to introduce a similar system for
commercial vehicles over 12 tonnes in 2003. Austria plans to introduce
the system in 2004.The Netherlands is likely to introduce the system
in all vehicles.
The European microwave OBU market is dominated by G-free (75%),
followed by Combitech (17%) then Autostrade, CS Route, FELA and GEA
with each less than 5%.
