Will you locate a person named Carlos Taylor?  He and I were in the
Navy together and have parted ways and it would be great to be able to
talk to him again.  He is originally from Malibu, Ca but has been
stationed in San Diego, Ca and possibly moved to the East Coast for
duty.  It's possible that he is out of the service now.  I am having a
very hard time locating him.

(I did this and it turned up 2 Navy entries for Carlos Taylor)

If all else fails you could try Richard S. Johnson's book 
"How to Locate Anyone Who Is or Has Been in the Military: Armed Forces
