What are the names of these documenties and their directors: 1)an
older film about a neglected(?) child who watches a building crane
outside his window(?) and learns to mimic the sounds of the crane, and
2) the tiltle of a newer doc about people living in the tunnels on
Manhattan's west side?

I worked on this for a little while but can't finish it. Here is what
I found:

I believe number 2) is Dark Days by Marc Singer - a documentary about
people living in the tunnels beneath Manhattan's Penn Station.

WLK115-ga is right.  DARK DAYS is an astonishing doc and won top
awards at the Sundance Film Festival a few years ago.  It airs
periodically on Sundance Channel.  (I interviewed Marc Singer for it
-- he used all the proceeds to help get the people real homes above
ground.)
Chris Cuomo, son of former NY Governor Mario Cuomo, also was
supposedly making a documentary about people living underground in the
subways, but I've never come across it.

Here may be a lead to part one of your question about the crane.  I
asked a friend who is quite an expert on documentaries.  She says, 
"Well, not sure…
BUT
There was a British TV film about 12 years ago called The Lost
Language of Cranes, which makes reference to this pair of silent twins
or a silent child in England who communicated with the crane they saw
moving outside their windows – I think they were from a poor working
class family…Trying to find if there was a documentary made about
them… but it was quite a famous case."
