If you already have a permit, and you are supposed to go for a road
test in october 2003(6 month wait), is there a way to appeal to the
state or someone so you can get an earlier road test.

Lets say you are 17 and say something happened and you really need a
license earlier than october so you can drive around. Lets also say
you can drive very well since you've driven in another country for 2
years. Is there anyone you can write/send a letter to so they can push
your road test to an earlier date? Im thinking if you really had no
other way in life to survive without having a license, the state would
issue you one even if its earlier than you should get it..

SO is it possible to get an earlier road test than october?

dodoboy,

You don't say exactly why you need to get your license earlier, except
"no other way to survive". Such requests are typically only granted
for extreme situations where the need is pretty clearly an emergency.

For instance, having a parent who refuses to drive you around would
not be considered an emergency unless you had to work to provide food
and rent for your family, and you lived out in the country and there
was no bus, train, or taxi service available.

However, under those same circumstances, if all adults in the
household are disabled and unable to drive, it might be considered an
emergency.

In any case, documented proof of the emergency situation, from
recognized authority figures, would almost certainly be required to
persuade a judge to override the laws on this -- just sending a letter
would not do the trick.

If you would care to provide more details of your situation,
Researchers might be able to tell you if and how such a request might
be granted, or whether there is very little chance that such a request
on your part might be granted.

The situation-
-i'm 17 years old
- I have a learners permit and i have a road test scheduled for
October 10th(got my permit April 10th)
- I drove for 2years in another country but according to NJ im under
18 so i cant use my other license
- I am an experienced driver and if i go for a road test i'll surely
pass it
 - Well i run my own internet business and live in an apartment and go
to business school partime. My sister was living with me and she had a
car so she drove me everywhere. Well she is going to a college in
tennessee to get her masters degree. She is here in NJ now but she is
not leaving till august 20th.
Well my problem is that if she lives im kinda stuck. Nobody to take me
anywhere, no way to get to school since its kinda far. So im hoping
the state will push my road test from october 10th to august 10th(2
months earlier)

Well basically when she lives august 20th, Im pretty much stuck at
home. I didn't know it would be that difficult to get your license 2
months earlier.

you can take (using transfers if necessary) to get to your school?

No train or bus route near.
Also the person that posted the permit and GLD hour stuff. Yes thats
just to increase hours. Not to get a license earlier. So im still
stuck

I'm in Bridgewater NJ. But my permanent home address is Piscataway NJ.
The other license from the other country is there. I might be able to
get it. Tell me my options if i can find the other license and if i
can't.
Remember im 17.

Thanks for that information. Hopefully, it will only take one more
phone call to find out whether there is any possibility for you of
either getting a license sooner, or getting special permission to
drive during school hours. However, it's after 5:00pm in New Jersey
now, so that call will have to wait until tomorrow.

Thanks alot for your help. Try to pursue the possibility of
getting a license sooner.. Hehe i rather get it sooner than be allowed
to drive say only 2-3hrs a day. Keep me posted and lets see what
happens tomorrow.

Here's what I was able to find out for you:

After calling several different NJ Motor Vehicle Commission phone
numbers, the last person I spoke to -- who was in charge of testing --
said that he does not have the power to waive the 6-month waiting
period. However, he said that he *does* know that special allowances
have occasionally been made, and that you need to send an appeal to
the Commissioner of the MVC asking for special handling in your case.

You need to gather together photocopies of:

1) your permit
2) your test schedule notice, if you have one
3) your license from the other country
4) your student ID and/or school schedule

and attach them to a letter which you will send to the Commissioner.

Here's your letter (you will need to fill in the blanks where I did
not have the information):

I am writing this letter to request that you consider granting me
special dispensation regarding my driver's permit and/or my driver's

driving permit on April 10th, and am currently scheduled to take my
driver's license test on October 10th at <location of testing
station>. In addition, I have 2 years of driving experience in another
country, <country name>, and I still have a valid driver's license for
that country.

In addition to running my own Internet business, I go to <name of
school> Business School part-time. I have been sharing an apartment
with my sister, and up to now, she has been driving me wherever I
needed to go.

Now, however, my sister is moving out, and I no longer have a way to
get to school. There is no bus line or train that runs near to my
apartment.

Therefore, I am requesting that you grant special permission for me to
either:

1) take my driver's license exam early; or
2) receive from your department a document providing proof that I have
permission to drive with only my driver's permit.

I have attached documentation relating to the above information to

Since it's been less than 3 weeks, I recommend that you wait at least
one more week before calling. I know that time is of the essence for
you, but I imagine that their office receives a ton of mail, and most
likely a good number of special requests such as yours, which all have
to be dealt with individually.

they told me that its not possibly to wave months off? Can you please
confirm that it is indeed possible to take my road test earlier? I can

Hello again, dodoboy.

I have spent most of the day trying to get through to the NJ Motor
Vehicle Commission -- on a couple of occasions when the line WASN'T
busy, I was on hold for awhile and then got disconnected -- so I can
certainly understand your frustration!

I finally was able to get through, and was told to call the Driver
Testing Department for the Bridgewater area at 732-499-5203. The
representative to whom I spoke told me that it is the LAW in New
Jersey that the 6-month waiting period for the test canNOT be
shortened or waived -- no matter what the special circumstances. She
told me that they have had requests from military personnel who also
needed special arrangements, and that they were not able to grant
special dispensation even for that.

So, let's try a different tack. If you can post the name of your
school here, I can see if they have a centralized contact center for
people needing to do ride-sharing to get to classes, so that we can
get you where you need to be for your courses until your test on
October 10th.

As soon as you can post your school name (and address, if you have it)
in a Clarification, I'll get right to work seeing what I can find out
for you.

You could probably write a letter of appeal to the Secretary of
State's office... or whoever handles licensing in New Jersey. Tell
them your circumstances and you may be able to get it.

In most cities there is more than one [state] DMV office. I would call
smaller cities say 50 miles from NJ and I bet you could get an
appointment a lot sooner.  Here's a link for you to see the other

From the sounds of things, you might fit the category of "emancipated
minor".  As I understand it, to be emancipated, you must be living
independently and are able to prove it.  If what you are telling is
true, you should have no trouble with this detail.

After the courts declare a minor as being "emancipated", he/she has
many of the rights and privileges of an adult, including driving and
signing contracts.  If you search this topic on Google, and add the
term driving or license, you will find a couple of places that clearly
allow full driving priviledges for a minor.
